Celestin Ndikumana (MBA): He is an Assistant Lecturer at the University of Rwanda with knowledge in Human Resource Development (HRD), Organization Strategy and Change Management (ORCM), Organization Behaviour and Communication (OBC). As PhD student specializing in Human Resource Management, his current research activities apply management to public and population health, and he is currently working in the broad area of human resource management practices and retention of health workers, with much emphasis on implementation of performance management function in the hospitals, availability and provision of financial and non-financial incentives to health workers, and health workers’ participation and involvement in the hospital decision-making processes. He is currently leading the implementation team of the Intra-University Collaboration Project under the sub-grant No CARTA/2017/008 awarded by the Consortium for Advanced Research Training in Africa (CARTA) for the institutionalization of its innovations at the University of Rwanda. His primary roles are heading activities of the baseline situational analysis, data analysis, and assisting in project monitoring and evaluation.
