Carol Hooi is a Specially-appointed Professor at the College of International Management, Ritsumeikan Asia Pacific University (APU), Japan and an Adjunct Professor at Swinburne University of Technology. She has travelled widely and has worked in various countries, accumulating vast international experience along the way. She speaks 6 different languages (English, Malay, Cantonese, Mandarin, Japanese, and Indonesian) and has obtained certifications in Japanese Language (Level 1, 2 and 3) from the Association of International Education Japan. She is also a Certified Human Resource Development Fund (HRDF) Trainer. She has often been invited as a guest speaker and occasionally chairs seminars and talks for private entities.

She holds a B.A. (Hons) in Economics and a Diploma in Education in Economics and Mathematics from the University of Malaya as well as a professional degree in Company Secretarial from the Institute of Chartered Secretaries and Administrators, UK. In 1993, she was awarded the Monbusho scholarship (Japan) to pursue a master degree (Master of Economics) at the Graduate School of Economics, Wakayama University, Japan and doctoral degree in International Public Policy at Osaka University, Japan, majoring in Comparative Public Policy (Human Resource Management). She received her PhD in Business Administration (Human Capital Management) from St. Andrew’s University, while her PhD in Business Administration (Organizational Behavior) was from International Islamic University Malaysia.

She is the author of “Human Capital Management Practices in Malaysia: Local and Foreign Perspectives” and “Governance and Citizenship in Asia: Organisational Justice and Citizenship Behaviour in Malaysia.” Her expertise is generally human-related in areas such as negotiation skills, negotiation for value creation, human capital management, organizational behavior, international business, leadership, business ethics, cross-cultural management, and remote working. She has published more than 100 academic papers and has received numerous awards throughout her career. Currently, she is the Associate Editor of the International Journal of Manpower and Fellow of Global Labour Organization. Recently, she was appointed as the panel judge for the 2023 Asia-Pacific Sustainability Action Awards (APSAA) organized by Taiwan Institute for Sustainable Energy (TAISE).

Academically, she was awarded the Japan Foundation Japanese Study Fellowship and was a visiting scholar at the Osaka School of International Public Policy, Osaka University from February 2006 to February 2007. She received the Taiwan Fellowship twice – in 2017, where she was based at National Chengchi University and in 2019 at Soochow University. In 2021, she was awarded the Japan Society for the Promotion of Science (JSPS) fellowship and was based at Aoyama Gakuin University (Tokyo) in the summer of 2022. She was also a Visiting Professor to institutions in the region such as Asian Institute of Management (Manila) and Mahidol University (Bangkok). At APU, she is a committee member of the Institute for Professional Excellence in Global Learning (IPG) and the Research Project Committee of the Graduate School of Management.
