He served as chief economist at the U.S. Department of Labor from 1994 to 1995 under President Clinton, advised President Obama as assistant secretary for economic policy and chief economist of the U.S. Department of the Treasury in 2009 to 2010, and as chairman of Obama’s Council of Economic Advisers from 2011 to 2013.
